Resellers Center Issue

I'm trying our Reseller Center to see if it's going to do what I want, but right now it's not working.

I've been going through the step-by-step instructions in the WIKI. The problem is that the Settings menu item doesn't work. It looks like it's supposed to be a dropdown menu, but no drop down, and clicking on the menu item does nothing.

I'm running WHMCS 5.3.12
Resellers Center 2.5

I have tested the Settings menu on Google Chrome and Internet Explorer.
