Multi Tenant Vanity Name Servers

Is there any way of setting up a multi tenant system where clients can setup vanity name servers on assigned dedicated IP's using DNS Manager and cPanel/cPanel DNS Only etc?

No not with their DNS manager add-on due to the fact that WHMCS will not do multi tenant or multi company.
